Residential development consulting in Bethesda changed in April 2025. The County Council approved an amendment to the Bethesda Downtown Plan that removed the 2017 plan’s 32.4 million square foot cap on downtown density. That plan area covers roughly 450 acres. For a project there, the binding limits are now zoning, site plan review and the payments that come with approval, not a shared density pool everyone drew from.
Those payments went up. Under the same amendment, the Park Impact Payment now runs $15.57 for every square foot of approved density, up from $12.49. School impact taxes for new houses run $30,005 or $31,301 each, depending on the school area, and WSSC’s system development charge comes on top. Run all of them before you price land, because they decide what a site can pay. A site that pencils at one density can fail at another once the payments are counted.
Outside downtown, the county zoning code sets the terms. Zoning Text Amendment (ZTA) 25-02, approved July 22, 2025, allows duplexes through small apartment buildings up to 40 feet on lots facing designated corridors. That may open sites along the major roads that once allowed only a single house. For larger tracts, the Forest Conservation Law applies once a sediment control permit is needed on 40,000 square feet or more.
