New construction buyer representation puts an advocate on your side of a table the builder normally owns: contract terms written by their attorneys, upgrade pricing with invisible margins, and “inspections” by the seller’s own inspectors.

New construction buyer representation in Bethesda starts with the costs a builder folds into the price. Under the county’s current growth policy, Bethesda’s central business district is a Red policy area and the Bethesda/Chevy Chase area around it is Orange. A new detached house pays $9,139 in transportation impact tax in the Red area and $22,841 in the Orange one. Those rates cover permits issued from July 1, 2025 through June 30, 2027. You won’t see that line on a price sheet, but it’s in there.

School impact tax and water fees add more. A new detached house pays $30,005 or $31,301 in school impact tax, depending on the school area, and around downtown Bethesda the Orange area uses the higher Turnover rate. WSSC’s system development charge adds $5,342 for a house with three or four toilets. For a spec house those are fixed costs. On upgrades, the margins are the builder’s to set, and that’s where we push.

The communities themselves vary. EYA’s Westbard Square plans 101 townhomes alongside new apartments and retail by Regency Centers, while the Brownstones at Westbard Square site plan adds 32 townhouses. Much of the new detached construction elsewhere in Bethesda is single infill houses on lots where an older house came down. Each builder writes its own contract and runs its own upgrade sheet, so no two purchases look alike.
