Affordability rules apply to larger projects. Rockville requires 15% Moderately Priced Dwelling Units in new for-sale or rental developments of 20 or more units. Those units affect the project’s revenue, its unit mix and sometimes its density bonus. Recent approvals show the range. On November 17, 2025, the city approved 147 affordable apartments at 41 Maryland Avenue, a project built around affordability rather than meeting a minimum.

Small builders face a different set of questions. A two- or three-lot infill project may fall below the affordability threshold entirely. It still needs the right zone, frontage and utility service. Permits inside the city come from Rockville’s own Inspection Services Division. A plan that worked last year may need adjusting this year.
