Neighborhood guidance in Potomac

Potomac addresses don’t share one school cluster. Cold Spring Elementary, a Potomac address, feeds the Wootton cluster, not Churchill.

Neighborhood guidance

Neighborhood guidance is block-level honesty about where to live: how commutes, noise, walkability, housing stock, and resale patterns differ between Bethesda and Silver Spring, Arlington and Alexandria, or two streets in the same zip code.

Mapping school and tax boundaries in Potomac starts with the address, not the ZIP code. Montgomery County Public Schools (MCPS) assigns schools by home address, and its cluster lists show the split. Winston Churchill High School sits at 11300 Gainsborough Road in Potomac, while Cold Spring Elementary, also a Potomac address, belongs to the Thomas S. Wootton cluster per the 2025-2026 MCPS listings. Two houses with the same 20854 ZIP can be assigned to different schools. Only the address itself gives the answer.

Taxes are simpler. Potomac is a census-designated place, not an incorporated town, so most addresses carry no municipal tax layer. The exception is 578 Potomac-addressed parcels inside Rockville city limits, which paid city tax in levy year 2025. For levy year 2026, the county’s general unincorporated rate works out to $1.1521 per $100 of a property’s assessment. Beyond the assessment itself, differences between neighbors come from the extra charges on the bill. For levy year 2025, 176 Potomac parcels had a WSSC connection charge, $671.02 on average. Those charges belong in any comparison between two houses.

HOA lines matter too. A townhouse community or a newer subdivision may carry dues, rules and architectural review that the house next door doesn’t. Maryland lets a buyer walk away if the HOA paperwork shows up late. We want it early anyway, so the rules are read before you commit.

Here’s how we check. For every address on your list, we run the MCPS School Assignment Tool, pull the tax bill’s extra charges and look for an HOA. Neighborhood guidance explains the service. For how the area fits together, see the Potomac real estate market overview, and monthly costs are worked out in homebuyer budget consultation in Potomac. Selling where you live now? Where We Work

Potomac

Boundaries cross the map in ways street names hide. Houses closer to Rockville and I-270 may sit in a different school cluster from houses near River Road, even within 20854. Newer subdivisions and townhouse communities add HOA layers that older streets lack. Some parcels carry WSSC charges from recent connections. We look up each address you’re considering, put the answers side by side, and flag anything that changes the monthly cost or the school assignment. Nothing rests on a ZIP code, and nothing rests on a street name either.

Answered

Potomac, answered.

Q: Which high school serves a Potomac address? A: It depends on the exact address. Montgomery County Public Schools assigns schools by home address, and Potomac addresses fall in more than one cluster. Winston Churchill High School is in Potomac, but Cold Spring Elementary, also a Potomac address, is in the Wootton cluster. Use the MCPS School Assignment Tool for each house. Q: Does Potomac have a town property tax? A: Not for most addresses. Potomac is a census-designated place, not an incorporated town, so county and state taxes apply. About 578 Potomac-addressed parcels sit inside Rockville and pay city tax too. The 2026 general unincorporated rate is $1.1521 on each $100 of assessment. Some bills also carry WSSC charges, which is where neighboring Potomac houses can differ. Q: How do I check HOA rules for a Potomac house? A: Ask for the HOA documents before you sign. Under Real Property 11B-106, an HOA seller owes the buyer a disclosure package, and late delivery opens a 5-day cancellation right. We read the Potomac community’s rules on exterior changes, rentals and fees with you before you commit.
